The author has advocated a new concept of declaring the guilty as Resident Non-Indian (R.N.I.) – depriving the criminal of Fundamental Rights under the constitution, including the Right of Property. The author also recommends public flogging for felonious acts like rape, child abuse, adulteration, trespass, cheating, fraud, drug peddling, extortion, etc."
