Stephen C. Y. Pan (1915-1987) had been a newspaper correspondent in China before becoming a Research Fellow at the Catholic University of America and a graduate student at the School of Foreign Service at Georgetown University. In the late 1930's he taught American Diplomatic History and International Relations at Providence College (R.I.). Between 1941 and 1943 he was a member of the editorial board at the Social Welfare Daily (Chungking) and was the Research Director of the People's Foreign Relations Association. He visited various war fronts and personally discussed important issues with Chiang Kai-shek, Dr. Sun Fo, General Wu Te-chen, General Ho Ying-chin, among others. Between 1943 and 1945 he taught International Relations at the School of Foreign Service at Georgetown and Political Science at the Catholic University of America, and was a Technical Consultant of the Chinese Delegation to the Dumbarton Oaks Conference.
