Appears to be the first issue of the Tlingit journal. An editorial note indicates that the journal has changed its name to "Haa Koosteeyee aya". It's stated mission is to "make young native people aware of the various Indian, Eskimo, and Aleut cultures that have been white-washed away by the elementary and secondary educational systems" and to "strive to make all others aware of some of the intricacies in the different cultures of Alaska Natives.
