Kate Douglas Wiggin (1856-1923) was an American educator and author of children's stories. In 1878 she established the Silver Street Kindergarten in San Francisco, first free kindergarten west of the Rocky Mountains. The Story of Patsy is, in fact, set at the Silver Street Kindergarten. Wiggin originally wrote the story in the 1880's and privately sold it to benefit her school.
