Proof edition of a paper prepared to be delivered in Hangchow, China at the Institute of Pacific Relations (IPR), October 21 - November 4, 1931. The IPR was an international NGO established in 1925 to provide a forum for discussion of problems and relations between nations of the Pacific Rim.

Alexander Goldweiser (1880-1940) was professor of anthropology and sociology. He was born in Kiev and immigrated to the United States in 1911. He lectured at Columbia University, the Rand School of Social Science, the New School for Social Research, the University of Oregon, Reed College, and the University of Wisconsin-Madison. At Madison, in 1937-38, he served as Saul Bellow's anthropology thesis advisor. When his thesis kept turning into a story, they decided, mutually, that he wasn't cut out for science.
